SCHOOL OF YOUNG MANAGERS IN PUBLIC ADMINISTRATION
Dear friends!
The School of Young Managers in Public Administration invites you to participate in a three-stage programme for competence development of experts in the sphere of public administration.
The programme consists of three parts:
1. Session in Ukraine
Dates: 28.11 – 02.12
Topic: «Centralisation and decentralisation». Within the limits of a topic we will discuss the following issues:
· Decision-making system: where centralisation, and where decentralisation is necessary? The Swedish experience – what are the lessons learnt and are the experiences applicable in Belarus? The second example is France, what are the interesting and useful experiences of this centralised system? What is our choice?
· What is and should be more important to the Government – efficiency or social justice?
· Is there any relationship between a country’s level of development (economy and other aspects) and the choice of decision-making systems (centralised or decentralised)?
· The State as the distributor of the public good: where are the limits of the state intervention to the economy? What are the lessons from Sweden and the Ukraine in this respect?
· How to carry out privatisation in the best possible way? The Ukrainian experience of privatisation and re-privatisation. How to provide for transparency and protection of private property? Examples of privatisation in the education and public health services sectors in Sweden.
· Importance of mass-media: Does the freedom of mass-media mean mostly development of yellow press? Where the rights of the journalist come to an end and private life of a civilian begins?
As part of this session in Ukraine we will visit the Supreme Rada, the Supreme Rada press centre and the City of Kiev Rada . Visits to various political parties are also planned.
2. Session in Lithuania
Dates: 19th – 22nd of February 2009.
Topic: Transformation Process. Questions to study and discuss:
· Transition Process and Values: what is the reason and what is a consequence? How does the transition influence institutions and people? What is the experience of Lithuania? How does the mentality influence the transformation?
· What are the values currently shared by Belarusians and how do they influence the present situation and a possible transition process? Is it possible to call the current situation in Belarus a transition period?
· Management of risks and management of changes as the major aspects of knowledge of managers during a transition period: is it possible to transfer business sphere experience to public management?
· Lithuania’s way to become a member of the European Union: whether all went so smoothly? Is it all good now? What were and are the basic problems after the membership and integration into the EU?
· What social groups were the main supporters and opponents of changes during the transformation in Lithuania?
· What to do with old institutions and their employees? Disclosure of personal files – whether it is necessary? What is more important: the truth or public calmness?
As part of this session some study visits are also planned.
3. Session in Sweden – spring of 2009
Topic: finances in public management. Key questions of session:
· Budgeting and finances in public management.
· Comparison with financial management in the private sector?
· Internal audit and control as a part of the financial management system.
To participate in the session in Sweden we would invite about 2/3 of programme participants. The participants of the third session are selected on the basis of their performance during sessions one and two, as well as on the basis of between-sessions work.
Between sessions the participants will have a possibility to organize small round tables in order to further disseminate information, knowledge and experiences gained during the programme.
The number of participants in the programme: 30 people.
School working languages: English, Russian, Belarusian. Spoken English is needed. There will be no translation.
Deadline for applications is November, 14th.
Who we invite
The programme is open to people who meet the following criteria:
Aged from 21 till 35 years, having higher education (we will consider also applications from students of the last years in universities),
· Knowledge of English at a level of understanding and conducting discussion,
· Socially active (NGO, political parties, other organisations, the business unions and business organisations),
· Ready to participate in all sessions of School,
· Interesting, bright and obligatory communicative.
Organizers cover the expenses connected with participation in the programme.
