As first the director of Institut fuer Deutschlandstudien (IfD) Tobias Knubben made his speach. After him Bolakirev told quite lively about the creation of IBB. Sofia and Dmitry Savelav, the representatives of international youth educational club "NEWLINE" also didn’t leave the participants indifferent. The first part of the opening of our summer school finished Christian Welscher who was representing the Europainstitut Klaus Mehnert in Kaliningra. All the reports were accompanied by presentations.

After a small technical break during which participants managed to communicate and start to get acquainted with each other, an original acquaintance with Belarus expected us as well. Kirill Ilnitsky, the representative of the club "NEWLINE", within the limits of the report «Belarus within half an hour» helped participants to travel together through the history of our corner of the world, beginning from times of the settling of the territory of Belarus by baltic tribes till nowadays. Especially it would be desirable to underline that the form of KIrill’s speach – the dialogue – was absolutely accessible, intelligible and interesting.

The qualitative mixture of participants of the 3rd summer school pleased us with its variety. Among 32 registered young people it was possible to meet representatives from Germany, Austria, Poland, Russia, Kazakhstan and Belarus. As Sofia Savelava noted, the summer school, at last, became international. Surprisingly, it was not necessary to overcome a language barrier: it didn’t exist at all. Firstly, we had a translator, and secondly, all the participants of the school knew 2 or 3 foreign languages. That fact that working languages were Russian, English and German, justified itself absolutely.

This year the acquaintance form came out to be interesting: to some participants during opening small leaflets with a name of the secret friend had been distributed imperceptibly. The task was during the supper to find this secret friend and not only to learn about him, but also to have time to tell about yourself. It is necessary to estimate a warm, easy and friendly atmosphere which had been developed during the presentation.

After the supper a Belarusian musical group “Narodnitsa” played wonderfully, which helped to remove stress and already beginning to appear tiredness. 

Thus, the first day is already behind, acquaintance has taken place, we established that Belarus is a forgotten region of Europe. And four working days more are coming ahead.

The second day «So, what is a region then?» 


The second day of the 3rd summer school «Europe of regions» passed in a good working rate. It began with a greeting of the head’s assistant of diplomatic mission in Germany – Fried Nilzena who told in brief about complexities of the European integration and the reasons for that. Then we had a chance to get acquainted with other interesting topics: the Representative of the European Commission in Belarus Anis Ajzsalnieks with the report «Process of the European integration», the Head of the international project «Humanitarian encyclopedia», the candidate of philosophical sciences Alexander Gritsanov with the report «Regional Europe within a globalisation epoch», Kirill Ilnitsky, ENS LSH Lyon with the report «Europe and Russia: two ways regionalization», the Coordinator of the project “World Connectors” Eric Vedershoven and the representative of the international youth club “NEWLINE ’ Dmitry Savelav.

Pleased that fact that speeches of all lecturers turned to live discussion in which we managed to consider the complexity of process of the European integration, to study activity of the European Commission. We have talked about the idea of region and regionalization, about ways of occurrence of the given process, and also have tried to understand what is region itself. The first working part of the 2nd day of summer school came to the end. 

The work of the problem groups became the second stage of the work at the problem of regionalization. As a result we could understand a concept "region" and what exactly to consider as a region, managed to establish that there is «an European region», region as a reality, region as formality, and also considered specificity and aspects of the process of globalization..

Thus, we came to a conclusion that the region is a symbolical space of joint possibility to live in a certain community of people in which centripetal forces dominate over centrifugal, are characterized by the realized cultural identity, self-confident and self-sufficiency differs in the resource relation, has its laws, opened to the world and to active cooperation. Without globalization regionalization is nowhere, as well as without regionalization globalization process cannot exist. 

Instead of reflexion it is necessary to note one interesting fact: according to participants, despite intensive rate of work, nobody felt tired. Therefore, everybody with big pleasure continued his acquaintance with hte culture of Belarus in the Museum of Belarus cinema history where an unique work of 1969 «I am Frantsysk Skaryna» was showed. After watching the film participants and organizers went on small excursion. The second day of summer school «Europe of regions» finished successfully.

День третий «Мы это сделали!»

Ещё один активный рабочий день начался с презентации некоторыми участниками организаций, которые они представляли во время участия в летней школе. За это время можно было ознакомиться с деятельностью Европейского института им. Клауса Менерта, с направленностью журнала «Новая Европа», с  программами клуба “NEWLINE”, а также с деятельностью организации “The Earth Charter”.

Далее из докладов Ханса-Йохана Шмидта, главы офиса ОБСЕ в Минске («Задачи и миссии ОБСЕ в Беларуси») и Эмиля Попова, профессора Европейского института им. Клауса Менерта («Регион как зародышевая клетка европейской идентичности») мы ознакомились с проектами ОБСЕ, с «принципом конечности» в политике, означающем отсутствие насилия, а также в ходе дальнейшей дискуссии убедились в необходимости активной деятельности элит.

Очень увлекательным и познавательным стало выступление координатора Европейского института Кристиана Вельшера о Калининграде «Калининград – быстро развивающийся регион». Поскольку все доклады были представлены только  на немецком языке, то для облегчения понимания был обеспечен синхронный перевод, за что организаторам хочется выразить признательность.

В рамках второго рабочего блока – игры «Конструируем политику региона» – удалось сконструировать регион, опираясь на различные аспекты, разработанные участниками школы:

К сожалению, правда, тайм-менеджмент не позволил нам более подробно и детально во время пленума-дискуссии рассмотреть разработки каждой проблемной группы.

После ужина нас ожидал фестиваль кино. Участникам демонстрировались сатирические зарисовки о партизанах Беларуси 1942-1943 года. Необычным оказалось то, что при всей современности, фильм имел тип закрытого показа. Помимо фестиваля ребята из Польши, Германии, Австрии, России и Казахстана также изъявили желание погулять по вечернему Минску.

Таким образом, в результате ещё одного дня напряжённой работы, основываясь на теоретических положениях, выведенных нами в процессе рассмотрения такого вопроса, как регионализация Европы, нами был сконструирован идеальный европейский регион. И теперь нашей задачей является претворение данной разработки в реальность. Уверена, что каждый из участников с большим желанием поддержит эту идею.

День четвёртый «Мы – одна большая семья!»

Четвёртый день 3-й летней школы «Европа регионов» отличался насыщенностью и эмоциональной окрашенностью. Всех нас ожидала увлекательная поездка в город-герой Брест. По приезду после заселения мы тут же отправились на небольшую тематическую экскурсию по исторической части Бреста. Оказывается, Брест впервые упоминается в летописи в 1019 году, но изначально он располагался на месте современной Брестской крепости. Впоследствии, в XIX веке город полностью снесли и перенесли немного западнее, а на этом месте возвели оборонительную крепость. Так, современному Бресту сейчас только чуть более столетия.

Прогуливаясь по небольшим улочкам, рассматривая маленькие 2-х этажные домики с квартирками, площадью 5 кв.м., мы незаметно дошли до брестского информационного центра TRIK. Здесь нам удалось ознакомиться с тем, каким образом в реальности может осуществляться межрегиональное сотрудничество. Работники центра рассказали о возможностях обмена между  Польшей и Беларусью, о работе пограничных зон. Консультацию в этом центре можно получить совершенно бесплатно, т.к. финансирование обеспечивается за счёт брестского областного управления. Также хочется отметить, что центр принимает участие в различных международных проектах. При желании, информацию можно найти на официальном сайте TRIK: www.tric.info.

До ужина у участников оставалось свободное время, поэтому участники все дружно отправились ознакомиться с визитной карточкой Бреста и погулять по мемориальному комплексу «Брестская крепость». Вечером ребятами из инициативной группы была организована развлекательная программа в честь закрытия 3-й летней школы «Европа регионов». Проводились конкурсы рефлексия, а также в неформальной обстановке участникам были вручены сертификаты.

За время работы школы, включая и 16 августа –  день отъезда, – ребята стали большой семьёй, планирующей создать свой собственный регион, не имеющий административных границ, а базирующийся на символическом пространстве и одинаковом восприятии нашего мира.
